This vessel is a supporting vessel for the first phase of the construction of the deep water channel below Nanjing on the Yangtze River. It is mainly used for maritime administrative law enforcement, undertaking tasks such as maritime cruising, rescue, and command. The navigation area is an A-level inland navigation area.

The hull of this ship is a steel, single bottom, single deck, longitudinal skeleton structure, with a pointed bow, square stern, and angled hull. The superstructure is made of aluminum alloy structure. The bottom of the cabin mainly consists of pump rooms, engine rooms, crew cabins, empty cabins, and bow top cabins. The crew cabin is equipped with stairwells, washrooms, shower rooms, and crew quarters. The main deck is equipped with fan rooms, CO2 rooms, utility rooms, weak current rooms, multifunctional halls, rest rooms, and disposal rooms. Arrange command room and driver's cabin on the driving deck.

This ship adopts jet pump propulsion, with 3 MAN V12-1800 1324KW high-speed diesel engines, 3 HM651 jet pumps, 2 ONAN 80MDDCJ generator sets, and a ZF 35055 reduction reversible marine gearbox as the main engine.

The ship adopts a new type of double angled circular hull shape, with low resistance and low wave making; Adopting underwater exhaust, low noise, clean appearance, and small space occupation; Adopting water jet propulsion, with low vibration, low noise, low accessory resistance, and good maneuverability; Adopting three engine propulsion, two left and right engines cruise, intermediate acceleration, energy-saving; The side walls are made of 1600 * 1000 wide curtain wall glass, providing good visibility; Beautiful, generous, and simple in appearance, with a compact interior layout.

When the ship is under normal displacement underwater, with a wind force of no more than level 3 and wave height of no more than level 2, and the maximum speed of the main engine during navigation, the maximum trial speed shall not be less than 28 knots.

The ship was successfully completed and delivered on May 25, 2017. During the construction period, it received the attention and support of the Yangtze River Deepwater Channel Construction Project Headquarters below Nanjing, leaders and experts from Jiangsu Maritime Safety Administration and Nanjing Maritime Safety Administration of the People's Republic of China.
